Other: Kirby Alley is tagged as a street in the City's GIS system and this appears to be a mistake. It shows up in the City's street centerline product published on the City's data portal. For planning, streets this close to downtown would have sidewalks, but alleys do not. This is also a traffic issue. Having this alley tagged as a street means that Google Maps (shown in image) and other software will give driving directions down the alley, which is usually not intended or desired for pass-through traffic.

This alley listed as Kirby Alley was created by the city council in 1893 (City Record No.8, Page 168). This alley is listed in the city's INDOT inventory. While this is a unique instance in Bloomington it is not incorrectly labeled.

This segment appears in the City's street inventory and in the City code under stop intersections. The speed limit in GIS has been set to the default 25 mph which is likely incorrect. Engineering is going to look into it.
