When we returned to remove the one sign that within City jurisdiction, it was gone.

All but one of these signs are not within City ROW. The intersection of Liberty and 3rd is a jumble of jurisdictions. Staff observed 3 signs at the intersection. The sign on the northeast corner is in State ROW and will be added to our list for them, the sign on the southwest corner is on a parcel owned by the Monroe County Commissioners, and the sign on the southeast corner appears to be in City ROW. We will have to make a return trip to retrieve it as an individual was hanging out right next to it with his own sign, and we did not wish to approach him. The sign under the Whitehall Crossing marquee is also in State ROW (as is the marquee itself) and will be added to the list for INDOT. The ROW responsibilities in this area changed quite a bit when I-69 was constructed; apologies for the lengthy comment. Staff will close this uReport when we removed the sign at the southeast corner of Liberty and 3rd.

We will take a look. As I mentioned in an earlier comment, if signs fall within the 3rd Street ROW this far west, they will be State ROW. Once we investigate, we will compile a list of any sign locations that are the State's jurisdiction (if any), and pass the list onto INDOT. I find that they are pretty responsive when we send them a decent-sized list of signs in their ROW.
