Other: Often cars traveling west on 3rd St and turning south onto College Mall Rd crowd into the intersection as their light is turning yellow and then red. They then block the intersection so cars traveling East on 3rd St can’t proceed because they are essentially parked in the intersection. Today at about 1730 these cars blocked the intersection for almost the entire green light for those traveling East on 3rd St. My suggestion is to station an officer there and ticket every motorist who blocks the intersection.
