Other: I had to call 911 for medical assistance for someone who was breathing, but appeared unconscious and was unresponsive. Around 10 min. later a police officer arrived for a well fare check and then he called for an ambulance. It ended up being more than 20 minutes after I'd called 911 that EMTs arrived. Why wouldn't they have sent an ambulance immediately? What I described to the dispatcher was a medical emergency. I understand that resources are tight, but I felt very frustrated and concerned for the unconscious person.
