Other: People are camping at lower cascades as well as along the gravel area off of That Road which may be a county issue. However, the campers are spilling into the trail area. It is also starting to smell of sewage in this area as there has been a blue tent on the cliff above the trail for some time. This just off clear creek

I believe you're referring to the tent which was on the cliff area above the Rail Trail near the confluence of the Rail Trail and Clear Creek Trail (a bit south of That Road). This tent was removed. Thanks for the notification.
