Biking & Walking:

Other: It is very hard right now to cross from bikes or walking across east third. The crossing at third and Smith is not well marked and has no crossing signal. We bike on Longview Greenway but are feeling concerned with the car focused development just approved by planning commission. We need safe biking and walking and reasonable vehicular congestion. Please help and don't punt this off as a state issue after you narrowed east third while massively increasing density. Those are fine but do so in a way that keeps neighborhood safe and still connected to town.

This is an INDOT (state) maintained and operated intersection with improvements planned by INDOT. INDOT has a project to reconstruct the intersection of 3rd St and Smith (construction is planned for 2023) so improvements should be forthcoming. Hi There! I will go ahead and forward the suggestion about the crossing at 3rd and Smith to our Engineering Department who will be able to respond. In terms of your concern about the development near E. Longview- I will take note of this concern and keep it in mind as we look to plan to expand our Priority Bike Network (per the Bloomington Transportation Plan (https://bloomington.in.gov/sites/default/files/2019-07/05.22.2019%20Transportation%20Plan%20Council%20Approved%20edits_0.pdf, pg 48) to include a Neighborhood Greenway which is planned to extend from the 7th Street Underpass to Morningside Drive. We recognize that, investment in nonautomotive modes must be prioritized continued development which is connected via multimodal network is the best tool to support mode-shift behaviors which beget a greater demand for these facilities.
