Hi There! I'm looking at the plats on elevate where the trail is located and it appears that the multi-use path was installed without a pedestrian easement. This means that the trail is entirely on private property, and that the City has no ability to enforce maintenance. My recommendation is to reach out to The Fields management and ask if they would be willing/able to cut the vegetation back. Sorry I couldn't be of more help.
