Other: The traffic light at the intersection of S. College Avenue and 3rd Street is no longer in sync with the other traffic lights through the S. College corridor in the downtown area. Because of this, traffic back ups are happening at the 4th and College intersection during the green light. When the light at 4th & College turns red the vehicles waiting to turn south on College from 4th are not able to do so, thus creating bigger delays that have impacted the College & Kirkwood intersection. I noticed this issue in late August/early September. The problem is especially noticeable during the afternoon/early evening rush hour.
