I added a follow up comment on this case stating
West Allen Street within Whittington Commons is a private street. The City only has a current Release and Hold-Harmless Agreement for sanitation collection services. Since the streets have not been formally accepted by the City, I cannot install street lights on a private street. I could not inform the constituent because there was no contact information provided.
