Other: This van was parked outside my building from at least 9pm (12/11) till sometime after 5am (12/12) on. we thought we had heard dogs in the car a little after nine and went to check it out and couldn’t hear anything. Around 3:20am we heard them again and found that they were in this car and had been since the car was parked. The police arrived and the dogs weren’t barking so they wouldn’t do any thing . It was 30 degrees last night and we have no way of knowing what kind of condition they were in however leaving them caged in a car in 30 degree weather is cruel. This car regularly parks here and the owner is unknown to me. The license plate is GW5522 and it’s a white dodge grand caravan with FDSA stickers above the gas cap
Van was not present when we checked. Will continue routine patrols.
