Thank you! I recently discussed this case with an adjacent property owner and they are pursuing the possibility of clearing the alley with a ROW Use Permit and discussing with the Urban Forester. They are exploring the idea of future improvements. Marking as "Can't Fix" at this time due to the pending resolution.

Andrew, Joe said this has not been an alley for over 50 years. It has a tree growing up in the middle of it. No cars were parked in the way.
