Other: Regarding the intersection at S. Rogers and Dodds streets. It is incredibly dangerous as vehicles frequently breaks abruptly and too late, or simply just blow past the stop signs, especially south bound on Rogers. I’ve seen so many near accidents not just with other vehicles, but many pedestrians. Petitioning to have either preemptive signage about upcoming stop sign ahead, or some sort of lights or reflectors on the stop signs themselves.

City staff visited this intersection a number of times recently and observed the driver noncompliance you note - typically drivers on Rogers St. (southbound) slowing but not stopping. Unfortunately this condition is not unique in Bloomington and is common at all-way stops where one of the streets is lower volume. Fortunately the crash data for the intersection indicates that collisions are infrequent compared to what we see at many intersections. We don't think additional signs or a flashing light would be beneficial given the visibility of the existing stop signs. Typically what we see is that drivers know that the stop sign is there. Drawing more attention to the stop sign is unlikely to affect their behavior.
