CBU stormwater took a look into this and the location of this issue is not within the city's boundaries. I have referred this issue to the MS4 coordinator for Monroe County. They have indicated that they will take care of it.

Thank you for the report. I reviewed this location and there is a dam, though it appears to be entirely on private property. I am referring this to CBU Stormwater. This is not causing problems with the Parks trail at the moment but may in the future.
