Hello Kendall, streets that are a part of new development have an inspection process and must meet certain standards in order to be accepted into the inventory of city maintained streets. Canada Drive on to the east of Sare is still in this process which is why it is not currently in the city street inventory. Because of this it is considered a private drive located within a public right of way which the city does not maintain.
With that being said, the city's municipal code has provisions that prohibit certain types of signs from being used on private drives and may require a permit to post. However, It looks like these signs have been removed since the original report was submitted.

It's my understanding this road has not been accepted into the City's maintenance inventory. Research and coordination is underway.
