From a citizen: West-bound lane of E. 3rd near intersection of Smith Road, looks like a small access cover has been dislocated or damaged so that jagged metal is sticking up out of the road.

Most tickets of this type should be closed within 7 days, although some cases may be longer. 13 days have already passed.
