After initial project construction, and in response to complaints, these street lights were replaced by the Public Works Department in consultation with a lighting manufacturer. The lighting levels were reduced to meet recommendations for this type of intersection (I believe this occurred a few years ago).
I have recently visited this intersection in the dark. The lighting level at the intersection appears to be reasonable and appropriate. I can understand a frustration from some adjacent properties because the height of the lighting allows it shine on adjacent properties, but that unfortunately can be true of all street lighting. At this time there are no additional changes planned for the intersection's street lighting.
