Other: It’s my understanding that the alley from Jackson to Rogers between 3rd and 4th has not been vacated. Yet the neighbors have planted it and parked vehicles there so pedestrians can’t use it. I think the alley should be useable as an alley or if that is not possible, the adjacent property owners should pay taxes on it. Thanks.

Staff visited the alley and did not observe any parked cars obstructing use of the alley and insufficient information was provided to understand what plantings were planted, by who, and how they obstruct the alley to pursue action at this item. There are many unimproved public alley right of ways in the city.
