I will have a no parking sign taped to the door, and set a couple of cones in the space. Since this is private property, I cannot issue tickets. I hope this helps. You might reach out to the property owner and ask them for help since they are letting people park there.

This appears to be within your department’s scope of service. Blocking an alarm panel is not necessarily a fire hazard but please look into this complaint.
