I've located the contact person that is over this project. His name is Jason Kerr, he's one of our field specialist with City Engineering. His contact info: 812-369-5317.

Not sure if this may help, this is downtown's website for the new fiber optic installation, that includes more information.

We are sending a Serviceperson out to your location this afternoon to inspect and make sure the meter and the valves inside of the meter pit are fully open.
I'm uncertain on who is completing the fiber optic installations. You may need to contact City Hall (812-349-3400) to request that information since this project is managed by our downtown department.
