Because HAND has nothing to enforce doesn't mean this issue should be closed. Overgrown vegetation is either for Public Works or engineering to enforce. The point is that it's entirely inaccessible to wheelchairs because of neglect of a house owner.

I'm not sure if clearing sidewalks of leaves would be an issue for HAND or an issue for the Street Department. Please send on to the Street Department if I have got this wrong.
