Other: I want to report a potential animal neglect situation. From my house, I hear the cry of a dog, at different times of the day, for several weeks. The noise comes from apartment number 19 (2611 E. 2nd St). The crying is mostly during business hours, so I'm assuming it's because he's locked up alone, and suffering from some separation anxiety. I have reported this to the landlord who has contacted the owner, however, there is no change in the situation. I would like to request that this situation be investigated, and verify that the animal is in good physical and psychological condition.
