A supervisor went to check this sidewalk. He said that the debris/overgrowth is from the silt fence behind the sidewalk on the property owners side. It is old and the wooden stakes are disintegrating. If this is not yours please forward to Engineering to see who had the permit to do this work per our supervisor.
