Other: There is a homeless guy that stands at the corner of 3rd st and Liberty. This personneeds to be checked out cause he will walk out in front of you for you to see his sign. And he dances close to the curb also. This is distracting for drivers. The city needs to do something about this.

BPD has checked on this man numerous times. He has also been arrested several times for obstructing traffic. The man refuses services and we cannot keep him from standing on the sidewalk and dancing with his sign.
