Hi Jennifer,
I am unsure if this case would go to you or to Engineering. The use of barbed wire is mostly prohibited in the UDO, but it's unclear to me the location (if it's on private property or within the public alley). I think if it's within the public alley, it would go to Engineering. Thank you in advance for resolving this!
