Traffic Signals:

Other: For the signal at Woodcrest/Hillsdale and E 3rd St. - either the sensors or malfunctioning or the order of operations for the intersection signals are messed up: its hard to explain, but the biggest issue is that westbound traffic on 3rd is getting a shorter and delayed green, slowing down the already choked vein of access from the east side to IU and downtown.
