closed: Can't Fix #185933

Water Quality:

Other: The water smells and tastes TERRIBLE!! It seems that this is a recurring problem. I suspect there is a solution that the city is unwilling to implement. It is unacceptable to have this problem every year. Calling it an aesthetic problem is a cop out. I should not have to buy bottled water to have drinkable water.
