Other: The north/south cycle at the intersection of College and 45/bypass is extremely short, to the point where only a few cars can make it through the green before the signal changes. This is potentially dangerous because folks will run the yellow to make it through. A traffic study is needed here, and potentially a smart sensor to permit more throughput when there are more cars waiting at the light.
