Other: The traffic signal at east 3rd and Smith Rd the south bound side of Smith Rd at east 3rd needs a left turn arrow to help with the flow of traffic. Cars wanting to turn left on 3rd have to wait for on coming traffic. Some cars don't move forward or scoot over to allow other cars to get around them. Sometimes only one or two cars make it through the intersection and during busy times I've seen it back up passed the train underpass and as far as 10th Street. I have reported this before and was told that was a INDOT light and INDOT said it was a city of Bloomington light. I figured whoever paid for the paving and handicap sidewalk improvements on smith road would be responsible for the traffic light. And with all the apartments being built on the east side traffic is only going to get worse. I've lived in park ridge east for 20 years and it has always been a issue. Send someone out and have them stand at the entrance of Park ridge east on morningside and Smith and watch the traffic. A left turn arrow for 8 to 10 seconds would keep the flow of traffic moving better.
