Other: What benefits are to be applicable to all employees in the upcoming year? This information is not easily available as certain programs were passed and allocated funding for apparently only a “trial basis”. Is paid parental leave still occurring? No information about this has been provided to staff or public for 2024. Additionally, where are the results of the salary study that was supposed to inform this upcoming years budget (voted on in 2023)? This information will already be behind, and the COLA is behind as it is not keeping pace with inflation or similar employers (see the County at 8.5% raise for 2024). Is any information going to be provided about how these things previously voted on by council are implemented, working, not working, etc.?

Thank you for your questions and your interest in the City of Bloomington. Our new administration is taking a careful look at all existing benefits and programs before determining what, if any, modifications to make. The Parental Leave benefit that was launched as a pilot program, as well as other programs such as the Gym and Massage Reimbursement program, $100 Wellness Incentive, and new Sustainable Commuter incentive (which merged both the Parking Cash Out Incentive and Bike to work incentives, creating a program that is available to nearly all employees within the City.) are still available to all Regular employees. The Vaccine Incentive is expected to be revised in the summer of 2024 and be announced in time for fall vaccinations. Questions about specific benefits can be addressed by contacting the HR Office at (812) 349-3404 or by email at hrmail@bloomington.in.gov. The results of the Classification and Compensation Study were released by the new administration earlier in 2024. You can find these materials on the City’s website. The City’s administration is now working actively with all Department Heads to help them understand the results of the study, as well as to shape the next steps that the City will take. We anticipate that the City may need to take a multi-year approach to implementing suggestions made from the study due to budget constraints.
I know we currently do not have a Benefits Manager, but please route this to the appropriate person in HR. Thanks.
