Other: The sidewalk along Lincoln Street, near 8th street, has been blocked for the last few days during the daytime. It doesn't seem like anyone has been working there, so it seems like it has been closed just to be closed

The area has been opened up and any repairs that were noted are being worked through with the contractor. The contractor was Jumpstart working under Crown Castle, a small cell installer.
