Animal Control & Neglected Pets:

Other: Older white hound type dog crying and tied up outside the back of 821 W. 1st in cold temperatures. There are multiple dogs between 819 and 821 that are generally restrained or inside but it’s a fluid situation. This dog has been crying for an hour. I need this to be anonymous. These neighbors a seem a bit frightening to me and often drive over my lawn. I’m not sure who all actually lives at address.
