Recycling:
Other: Both garbage and recycling bin lids have been broken for about a year. Recently, the recycling lid disappeared. I assume it got dumped into the truck, since it wasn't attached. At pickup today I noticed my recycling had not been picked up. Is it because there was no lid? How am I supposed to get new, functioning lids?
