Hello Vickie, Thanks for contacting the City of Bloomington, Department of Public Works regarding the maintenance of street lights within the public right of way. The City leases street lights from Duke Energy and pays for the installation, energy usage, and maintenance costs with Duke providing the maintenance services. In regards to Sare Road and McCartney Ln, the street light fixtures along Sare Rd mounted on wooden poles are City leased lights. The two black finish pole with a LED fixture at each entrance to McCartney Ln are privately owned and maintained by the neighborhood HOA.
