You are correct that if the pickup is occurring at 4:00 a.m. that is a violation of City noise ordinances. The pickup can occur after 5:00 a.m.
If you could start by speaking with your Property Managers so that they can ask their vendor to change the pickup time. If it still continues, please feel free to reach back out to me at wasona@bloomington.in.gov
