Other: Illegal business at 3954 Fenbrook Ln, Bloomington, IN, 47401. This is the second notice on uReport. Today, at 11:am, February 13, 2024, we counted 12 cars driving in and out from this house. As stated in the first complaint, we are experiencing up to 40 cars a day at peak times in our neighborhood due to this large illegal retail business. The average is 20 cars a day, that is 100 cars a week and nearly 400 cars a month on average. We have several families with children and a public school bus stop near this home. As you can see, the roads are narrow, and this is a dangerous situation in our neighborhood. Please enforce the law and close this business for good. In my opinion, this is damaging our property values.

Thank you for the update on this violation. Planning staff are still in the process of enforcement for the operation of a home occupation with a Certificate of Zoning Compliance (CZC) at 3954 E Fenbrook Lane. Planning staff have investigated, issued a Notice of Violation (NOV) warning letter for home occupation without a CZC, and are in contact with the property/business owner regarding this violation. Enforcement will continue until the property is brought into compliance. If the owner decides to legitimize the home occupation with a conditional use approval and subsequent Certificate of Zoning Compliance (CZC), there will be a time for public input at the Board of Zoning Appeals hearing when people will be able to voice their concerns and opinions regarding the home occupation at the property. The business/property owner will be required to post notice of the hearing if they move forward with this option for resolving the violation. Parking on the street or in a driveway is not regulated by the Planning Department. Any questions or concerns regarding parking in this location and potential parking violations, may be directed to Parking Services at https://bloomington.in.gov/transportation/parking
