Explained why we have pay by phone in certain areas in the city. What you can do if you do not own a smartphone and don't have a credit card.
Other: App-only paid street parking (without a meter option) is a problematic equity issue for people who wish to park downtown. People who do not have a smart phone or a credit card are more likely to be from lower-income households. Providing meter options that accept coins is a relatively simple and traditional solution. How will the City address this equity issue in a timely manner?

Before establishing Pay By Phone zones, it was determined by research that more people are "bankless" (not having a bank account) then phoneless. Therefore Park Mobile, made it possible for individuals to still use this service from a landline and using a reloadable money card that can be purchased at any retail chain store like CVS, Walgreens, Walmart etc. Certain areas that are pay by phone only required the City to charge for parking were also areas that the demographic was not conducive to for our solar powered meters therefore pay by phone only zones were implemented.
