We cannot limit who parks on Pine Street or how many vehicles are parked by one vehicle-owner. Although the City of Bloomington Unified Development Ordinance (UDO), which is Title 20 of Bloomington Municipal Code, has on-site minimum vehicle parking requirements for multifamily dwelling properties including the apartments at 1200 West Kirkwood Avenue, these apartments are older than this provision of the code. As a result, the on-site parking situation at 1200 West Kirkwood Avenue is a lawful nonconforming feature of the property. Unless the property redevelops, there is no obligation for the property owner to bring the on-site parking into compliance with the current UDO. If you feel that there is not adequate parking for your apartment, that would be a matter to take up with your landlord.
