Other: Honey locust in City ROW is stressed/diseased/dying. The Highpoint Neighborhood Association paid Less Huss to have this tree planted a few years ago. Is there something that can be done to save it? If a watering issue, neighbors can attend to that, but it's not clear if that is indeed the issue.
