Other: Encampment of houseless individuals taking up on public sidewalk behind tree planter every night. The area is blocked during their occupation and when they leave, copious amounts of trash, discarded belongings, syringes etc are left behind to be cleaned up by others. The public defecation that takes place is a public health hazard.
