Other: House is not inhabited, but has been in the same dilapidated and unsafe state since 2017 when the current owner purchased it. It appears to be used as a storage unit and not a residential property. There are supplies/materials piled up in the front yard, driveway, and garage (there is no garage door). It is very much an eyesore.

From the street it does not appear to be in violation of Title 17. Can not see th back of the structure without permission from a neighboring property to access their yard
