"(d)Maintenance.(1)For features required to be in an easement, maintenance shall generally be the responsibility of the lot owner, except as expressly provided otherwise in this UDO or in the development approval." This is largely ignored and has led to groves of invasive plants, weeds the size of trees, and overgrowth which hinders access in violation of the city code.

Planning staff can look into complaints about private property or connect complainants to the appropriate department (i.e. if area is public ROW, etc.) if you have specifications of location(s) that are non-compliant.
