Other: On 8/27/2024 around 10:30am, the traffic light facing/releasing Bryan Ave onto 3rd St went through about 5 cycles without turning green. The person in the front of the line was forced to turn right on red to be able to leave. After they did that, the signal turned green in the next cycle.
