Other: Traffic backups on 17th have been really bad recently. The backups start from College/Walnut in both directions. Westbound traffic is sometimes backed up to somewhere between Lincoln & Dunn, and eastbound traffic is sometimes backed up to somewhere between Madison & Maple. This occurs at various times per day, not just at rush hour. Last night at 7:45pm it took me ~10 minutes to get from Grant to College. It also causes problems for drivers turning from College/Walnut onto 17th because the traffic already on 17th St has it gridlocked between College & Walnut. I don't know what has happened recently with construction, detours, light syncing, etc., but it's really bad and wasn't like this last school year.
We checked the traffic signal all are functioning properly.
