This is the same issue as uReport Ticket #193212. The Planning and Transportation Department does not have authority in code to address this issue. The long-range planning side of the P&T Department (Planning Services) takes requests for new sidewalk segments where no sidewalk currently exists; but this location has a sidewalk, and the complaint is about the maintenance of the existing sidewalk. The permit review side of the P&T Department (Development Services) administers the UDO, Title 20 of Bloomington Municipal Code, under which standards for constructing or maintaining sidewalks is only triggered when there is development activity; but I am not aware of any development activity at this address that triggers sidewalk standards in the UDO. If HAND does not feel equipped to address this issue, my understanding is that the Street Division of Public Works also has authority in code to maintain sidewalks or compel adjacent property owners to maintain sidewalks.
