City of Bloomington, Indiana

closed: Resolved #193745

Trash:

Other: The landowner at this address has installed DIY compost collection system of structures in the city ROW adjacent to the property. The compost is poorly managed with anaerobic odors detectable 1/2 block away. In addition the area is immediately adjascent to a city storm drain such that nutrient runnoff from the compost is a major immediate concern. They also have allowed the invasive, noxious weed Johnson grass to grow up in the city ROW areas nearby as well as elsewhere on their property.
