Other: Received call to HAND Dept. Wished to remain anonymous. Reporting gravel from the alleyway extending into the back-yard, likely for parking and does not think this is allowed. Would like a compliance officer to observe and issue citation.

Upon investigation on 11/14/2024, Planning staff observed a large area of gravel has been placed on the property in violation of driveway standards. A large tent and porta potties have also been placed on the property. The placement and use of these on the property would require a special event temporary use permit, which has not been applied for or obtained. A special event temporary use permit would permit a special event for up to 15 consecutive days, once per calendar year. Issues with stabilization in the front yard have been sent to City of Bloomington Utilities MS4 staff. Potential issues with fire code requirements related to the tent structure have been sent to the Fire Department. Potential issues related to the placement of the porta potties on the property have been sent to the Monroe County Health Department.

Upon investigation yesterday, the gravel appears to have been placed on private property. Planning staff observed several violations of Title 20 of the Bloomington Municipal code and will proceed with enforcement for those violations.

The property is allowed to have an entrance drive/driveway off of the alley, and from historic satellite imagery a version of this has been present since at least 2014. Planning staff will look again at current conditions and follow up with the property as needed, but if the conditions remain as historically seen it is likely allowed to remain. In regard to extended gravel in the ROW or public roadway, that would be under Engineering's purview.
