Other: My wife and I live nearby and pass by this area on our walk to Bryan park. For well over a year, I have noticed this section of the sidewalk between 609 S Fess and 605 S Fess is consistently wet, even when there has been no rain/snow. When the temps fall and stay below freezing, ice accumulates on this area of the sidewalk, as it is doing right now. I am convinced that there is either a natural spring, or a sump pump inside either 605 or 609 S Fess that is connected to a storm water run off drain that expels on the sidewalk. The water is issuing from three slit holes at the bottom of the brick wall outside of 609 S Fess, where that brick wall terminates and meets the limestone wall for 605 S Fess. 609 S Fess is managed by Sarge Rentals. 605 S Fess is managed by Wininger Real Estate.
