Other: Pothole repair crews do no heat preparation to existing potholes before filling them with cold patch. They also don't sufficiently pack down the patch. This results in an inadequate bond of cold patch to existing pavement, which leads to rapid failure of cold patch. Some potholes are being re-patched every month and continue to increase in size due to improper repair methods. It would be more effective and less costly to do the patch right the first time.

Thank you for reporting this. You do not heat the holes up when patching with cold mix. However, the asphalt plants will be opening up soon, which will allow us to use a more permanent patch.
