I visited the location and took some photos of the hole and cable. I also did some additional research of crews in the area and I believe Comcast is indeed the crew that left the work. I have reached out to Comcast to have it repaired.

Upon looking into the permits and utility locates in the area, Spectrum has neither permits from the City or utility locates in the area to have completed work. Additionally, using the Spectrum website to determine if they have service in the area has shown they do not.
Xfinity/Comcast has service within the area. Could they have been the crew that was on site and caused the hole? The City does not have permits or locates for Comcast/Xfinity at the address, but based on them having service their it could be the next avenue for having the hole be filled.
