Other: The sidewalk has a severe depression that collects rain (and ice in the winter), often to a depth of 3 or 4 inches. The problem started last year immediately after the area was reconstructed with new grass on either side. Someone did not think about the consequences of building grass higher than the level of a sidewalk that is not level.
